First, they have to purge the voting rolls as there are too many dead and illegals (foreigners) able to vote. On top of that, some cities in some states have more people registered to vote than actual number of residents which means a lot of non-existent residents are allowed to vote (outright fraud). Democrat elections officials have balked at cleaning up their voting rolls. Judicial Watch has had to sue them and that is a lot of work to try and keep our elections honest.
