Joe might have to retreat into his bunker - except he would have to come out first to do it. The rioting and looting seem to be occurring in leftist cities. The cops in those cities are letting the looting take place in areas never previously looted and they are ordered to do so by the liberal city leadership. Those leaders are still referring to the looters as "protesters" who must be "given space" to express their grievances while they cart off merchandise from stores. Now that some high-value areas have been hit the National Guard should arrest all bipedal creatures who are on the streets during curfew. Arrest thousands of them and put them in tent camps that feature no air-conditioning and prison loaf. It could take awhile to process all of their cases so they could be sitting there for awhile.
