He is seen as pro open borders and he is not just pro establishment, he is the establishment. he had a chance to re define himself but he choose to be establishment. The base wants anti illegal immigration and anti establishment. The base is tired of establishment tricks. he had no way to get the votes... no matter how much he spends as long as he did not have the balls to re define himself. He sort of fell for the same reason Romney did. As successful as Romney was he was not smart enough to be something important and Jeb never even came close.

I wouldn't count him out until he's out, political history is full of turnarounds at this early stage. All it would take is one dramatic moment in a debate, like Reagan in 1980. Although I think the voters want fresh names after decades of Bushes and Clintons.

Nevertheless, it is surprising that he isn't doing better. He has the name, he has a hispanic wife and speaks Spanish which would help the Republicans a lot in trying to make inroads with that vote and he was the governor of the most important swing state.
