    There's a place for this in a well-functioning society, but it would probably quickly be deemed racist in the USA.

    What's that have to do with a social reputation rating, like what the Better Business Bureau does for businesses, and EBay does for members.

    Then not voluntary, then expanded, then more totalitarian...
