Britain has a very long history of legalised piracy though this is true for any successful empire. Not whatabouting but I used to work in the "Square mile" in London and heard a lot of talk then about Delaware being another huge attractor of dirty Russian money. The US generally is a great place to hide money though as they want access to everyone else's accounts but guarded about their own.
