This is what I say to my wife, we just ship the Colombian homeless to Ireland for a winter. In Finland you can make an igloo from snow to stay warm, can't make one from just rain. Mostly I just posted this as homelessness is the future for a lot more Amercians now.

They have certain allocations of apartments reserved for "Low income rock musicians" My father brought us up to believe in capitalism however the state has a responsibility to prevent essential goods such as housing from becoming speculative assets. When housing supply is artificially constrained and turned into a scarcity-based investment game, capitalism eats itself undermining productivity, stability, and social cohesion.
