This illustrates just how radical and un-American the Obama appointees were. How something like this gets published in Foreign Affairs, a formerly respected publication, is another open question.
She's just pointing out that the military have an obligation to the people and not the president. She states that Pentagon officials can say no to a president, which is more likely to happen when that president is directing towards some controversial situations which are potentially risky for national security. She's not saying let's go get the pitchforks and go for the coup... merely pointing out scenarios.

The liberal media is the greatest threat to the country right now. Everyday they relentlessly pound away on Trump and his policies. If he brought peace to the Middle East they would somehow twist the report to not give him credit. It's disgusting what has happened to journalism in this country, and it will be the cause of many many bad things in the years to come.
Actually that is incorrect. Civilian leadership of the military is a core principle of our country. Allowing the military to act "for the people" is the sort of justification we see in banana republics.
Similar as to Trump stating incorrect 'facts' based on hoax stories through his favorite website infowars.com and slowly sliding towards a dictatorship by ignoring several agencies and political and judicial backstops is starting to look like a banana republic?
