Over a two decade period prior 2015 three complaints about the ballot harvesting performed by Dowless were filed with the Democrat-controlled state election board but all were ignored with no action. As soon as Dowless does ballot harvesting for a Republican campaign in 2018 then the Democrat-controlled election board finally takes action. As one political observer in our state put it "Dowless brought Democratic tactics to a Republican campaign".
