It is people below 25 that are not in school or other programs. The EU youth unemployment has been very high for a long time. It may have spiked, but it has "always" been very high compared to for example US standards. They gave gulags, in north siberia, where people ate, teenager girls alive. Not sure if those remains in EU anymore. Please, educate yourself on the history.
Seems like the countries that are a port of entry for the so called "refugees" are countries with the highest unemployment.
