If the republicans in the house can they block the $80 billion to the IRS ? If so how? What if they get both houses ?

By law, any bill that involves spending must originate in the House. The Feds still follow most of the laws most of the time - so who knows. Funding of nearly everything should be controlled by the House as well, so anything they don't like could simply have their money taken anyway in the next budget or CR haggle session.
Don't forget the nonsense put forth by Yellen, the Secretary of the Treasury, that every cash transaction over $600 would require a filing to the gov't.
Since Biden already signed the bill into law, how can the bill be reduced or eliminated with control of just the house?
