Globalization has definitely made sanctions less of a punishment. The global trade system we now have doesn't stop the sanctioned countries from purchasing your products, it just adds a middleman to the transaction and maybe a time delay. Import tariffs are the tool to use for punishment but they only work if you are in fact already importing products from the country you're wanting to punish.

indirectly at the very least anyways (I know there's some mixing, arbitrage, and gray market shenanigans as well)....any oil not bought from Russia directly is bought indirectly from other markets whose product is being displaced by Russian oil....i.e. Saudi oil not being bought by the Indians.
