Do CDs bought thru a broker allow you to margin the CD amount?

Do CDs bought thru a broker allow you to margin the CD amount?
Or does it lock up your money for the duration of the CD?
Or, is it broker specific?

I am aware of TBills having the margin, what about CDs that are sold thru a brokerage?

I don't know if this applies to all brokers, but Fidelity says no.
