Deutsche börse intraday volatility forecast

It looks like this indicator is only for institutional investors

 

I could eyeball a chart and probably be as "accurate" as that. How valuable is a 1 to 10 minute forecast?

 

I don´t know, i´m a retail trader... But htey say 95% accurate

 

Arent these a bit like bolinger bands?
