As a firm believer in supply and demand, I think China has the prerogative to do what it wants, while foreign businesses can decide if it's worth it to set up business there. It's the best way to create equilibrium. If too many businesses leave, China will have to adjust. If business starts to challenge the country's rules then China should clamp down.
