Bull Markets & 3rd Year of US President

I remember having read a long article which said that with starting of 3rd year of US president, the stock markets start going up. I could not locate that article which even gave the statistics of last 200 years. What do others have to say on this.

 

would it still be true even though this would be his 7th year?
