The most common form of painkiller to be prescribed now is opiod-based, like Oxycodone or Percocets. Maybe the doctor felt giving her those pain meds would worsen her condition? There's much missing from this story.
I am sure they offered her pain killers. Just not the ones she was seeking, which was 99% most likely opioid based. And they do mess with your breathing and are addictive and hard to come off of. That doctor did her a favor but unfortunately she died.
