SparkToro has defined “fake followers” as “accounts that are unreachable and will not see the account’s tweets (either because they’re spam, bots, propaganda, etc. or because they’re no longer active on Twitter).” Tesla CEO Elon Musk, who is attempting to buy Twitter, has expressed concern over the growing number of fake accounts and proposed a potential crackdown on the sham accounts. Musk said he believes that 20% of all Twitter accounts are fake and vowed to not go through with his $44 billion purchase of the social media giant until the issue is resolved. “My offer was based on Twitter’s SEC filings being accurate,” Musk said. “Yesterday, Twitter’s CEO publicly refused to show proof of <5%. This deal cannot move forward until he does.” Twitter CEO Parag Agrawal fired back at the world’s richest man, saying that the digital giant suspends over half a million spam accounts every day and locks several million accounts that it suspects might be spam. SparkToro used the same audit on Musk himself and found that nearly 70.2% of Musk’s 93.3 million Twitter followers were fake.

(More at the above url) So... if you Tweet less than once per week then you are considered "inactive". Does this mean you do not read any Tweets? Something is very wrong with the definition of "inactive" used in these studies.
Tweeting less than one tweet per week is, uh...inactive. Because less than one is ...uh, zero. Now, if it only looked at one week timeframe, then yeah, that's a problem. Do you know how long a timeframe it judged?
So over a period of a year.... if a person is tweeting less than once per week on average they are considered "inactive". By the definition used in these studies -- they vast majority of Twitter users including myself would be considered inactive. It is much easier to identify "bots" which merely re-tweet content with no original material then to identify users who are truly inactive. Keep in mind that nearly 50% of social media users are "lurkers" who read material but rarely post.
