You cannot make it illegal to return an item within the store's policy, that seems stupid. Also the rationale they cite is stupid. However... Stores can simply change their policy overnight and customers cannot do anything about it. This is the best way to punish hoarders. Like COSTCO saying no returns on toilet paper, sanitizer etc...
Yeh well, I am on board with a law that makes it legal to return New Jersey to the Brits even though it is has been a couple centuries plus. Because I am a giver, I am even willing to throw in a few kegs of rum to sweeten the deal a little.
