Account Opening Help

I have a friend who is a felon and is having a hard time opening a account. Do you have any suggestions on where he might be able to open one?

 

What kind of account? What country? What kind of felony? What what what?

 

USA, Bank Fraud, Wire Fraud, He is just trying to open a regular stock brokerage account to trade stocks. It was 8 years ago.
