They need to start going after these firms if that's what they want to do

 

They don't want to spend the time, effort and $$$ to do that.
Instead, their strategy is to make themselves look good by prosecuting a single, high visibility case.

 

Very soon: " Trader accused of trading to make millions in 'illicit profits'. " lol

 

After that, " Trader accused of trading to make millions for 'too much profit'. " !

 

Finally : "You won't go to jail as long as you take a High Frequency loss"
