This Cuba thingy is largely symbolic, an effort by Obama to look like he's actually doing something. The Executive branch can place diplomats but we've had lots of diplomats in Cuba since 1962, they are just called something else. The rest of whatever gets done is up to the Legislative branch. Marxists will tell us that Cuba is poor because of the embargo. Cuba can trade freely with lots of other countries though and they still drive those shitty cars they have. It's because marxism destroys incentive and destroys economies. Truths like that would be quite self-evident if we didn't have so many people waving their arms to distract us from them.
