As someone pointed out earlier we don't elect a dictator, we elect an executive. A socialistic president can't impose socialism, only legislators can. An anti-abortion president can't ban abortion and neither can congress since it's settled law. Hot button issues are used to score political points but the ones bringing them up are powerless to actually do anything about them.

POTUS has executive order powers bounded by the Constitution. If he's exceeded his Constitutional powers then the courts can consider cases that challenge his actions. ACA is being challenged in court from multiple angles. The system is working.
