Why is TonyStark allowed to Stalk me and others with Race Baiting questions and Threads?

He starts race baiting threads All.The.Time. like this one:

Trump supporter calls Black high school kids "f*cking n*iggers" | Elite Trader

In the thread below, he is race baiting me with the pic you see below.

Why is this behavior allowed here at ET?

He also keeps stalking me and quoting me with vile comments and then says I am stalking him.

I have him on ignore and block so he shouldn't be able to quote me at all.

Apparently the ignore/block function does not work correctly?

 

1.FortuneTeller has me on ignore/block but he repeatedly stalks me around in The P+R section responding to my posts.

 

2.I made a thread about about an anti kneeler calling high school kids The N word in the P&R section,where it belongs.

TonyStark has quoted over 80 of my posts lately. But how/why can he do it? He should be blocked from seeing them at all. He's been following me around since I put him on ignore/block and quoting me and half the time I can see it.
