The best time to trade is when your trade signals appear during the time duration you're available for trading.

Assuming not a FOMC day or something it is 30 minutes before stocks open until an hour and a half after the open. Next is last 1.5 hour. Next is first half hour-hour when Europe opens overnight. Rest tends to be choppy/directionless. Huge one direction trend days can violate this but I think you could build a schedule around this.
