I think that the broader significance of this is what some are not seeing. It isn't about the down trodden bond insurers it is about relieving the tension in a huge portion of the credit market and narrowing the focus on the toxic stuff, isolating from the good stuff and allowing the broader credit market to start to function again. A first and significant step in the direction of restoring credibility to the credit markets and ratings anyway.
