That's the problem, it's not isolated. If it were, true leaders like Bill Cosby wouldn't be campaigning for it to change. Hell, if you had read the article (fat chance, I know) you'd have seen it was the policeman's union in Omaha that posted this to indicate that it was the overlapping reason behind the rise of thuggery in today's minority society.
