Since the beginning of the blockchains there is no regulations. All is going according to the true ideal of the free-market, the good wins the bad folds. Gox is gone, other reap the fruits of their honesty. Of course thieves flourish, but at least they don't pretend to do it for your own good. Regulation would just allow the thieves to become legal.
