I wouldn’t call it a transfer of wealth, more like reinvestment in the middle class. After World War II, America, by way of its government, chose to invest in the middle class. We literally willed the American middle class into existence with tax and education policy. Then the civil rights act. People don’t understand how critical the civil rights act was to black economic well being in America. Prior to 1964 black poverty rates were +55%. Since then black poverty has decreased to 17%. None of this is an accident and we have taken it all for granted.
