Simple. Certify a handful of European and Asian airports for originating flights to the USA. If you want to fly into the United States you will have to connect to these airports. Run massive profiling and pre-boarding interviews for middle-eastern looking people for domestic and international flights. Don't bother with scanners or patdowns. Stop them in the ticketing line. Question and cross-question them. Don't let bad guys get farther than that. Work from statistics. When was the last time a grandmother from the UK brought down a jetliner suicidally? When is the last time an infant brought down a jetliner suicidally? When is the last time a muslim 20-something male brought down a jetliner suicidally? Bzzzzt!
