Before acknowledging President Obama, Ted Kennedy Jr. acknowledged Sarah Brown (wife of British PM), then said a name or word that was not recognizable to me. Does anyone know what he said?

Got my own answer: Ted Kennedy Jr. acknowledged the presence of the Taoiseach, a high Irish government official. It is pronounced "Teeshock" or "Teeshook".
