This is hardly surprising. Many universities in the U.S. have been reaching out to foreign students attempting to attract them to study in the U.S. One primary driver for this is the budget constraints for public state universities in the U.S. Many state universities are enduring budget cuts since the recent 2008 recession. Foreign students pay full out-of-state tuition and any scholarships/grants come from abroad - not from university endowments. This helps alleviate the university budget concerns. Many state universities in the U.S. have over 9% foreign students. This trend is likely to continue and the percentage of foreign students at U.S. universities will grow.
