The kid has 4 or 6 prior arrests, ahmnnn he is only 16, something should have been done on his 1st or 2nd arrest.

That depends. Did you check to see if the teen committed the murder with a legally registered weapon? I did not read it, but I'm betting he did not. And if he did not, then no gun law you put in place would have stopped this crime from happening.
Keep in mind that a good portion of this violent crowd in Houston are the people who moved there after Katrina. The hurricane evacuation led to a huge crime uptick in Houston and left local officials trying to deal with a non-working mass of takers who did not want to return to New Orleans.
