Of course it does as long as said Vietnamese citizen has any intend and the ability to secure a resident visa after opening the account else the account will be closed a short while after. I edit out the rest of you post. Easy solution because you mention your wife is a Canadian citizen and lives in Alberta with the kids... Just become a legal resident assuming you haven't committed any crimes. As soon as you arrive in Canada, start your immigration paperwork while you have visitor status. The Canada government want's to keep families together especially when children are involve. Your paperwork WILL go to the front of other immigrants that do not have children that are Canadian citizens. I don't know how long you'll have to wait to become a legal resident. I have some friends that it took 2 years, others 1 year and some say it took 9 months. It took myself about 16 months.
