If you look at past CA climate, you'll see that drought has been the norm. On top of that you've had a huge increase in development in fire zones.
How is drought exacerbated by global warming? I thought warming meant more rain and cool temperatures meant less rain in the US southwest Now fire danger is a tougher issue. But in my experience drought means less growth in the spring... which means less major fire risk in the fall. The fall is typically dry in So Cal and many other parts of CA and dries out what grew in the spring. So the fire risk goes up if there is a ton of rain during the spring. (It gets complicated if during the warm el nino years we also have storms and rain in the fall)
