Data provider for market scans (w/API)

    I'm looking for data provider with the following specifications:
    - EOD historical data
    - intraday snapshots (OHLC only, not streaming...)
    - NYSE+NASDAQ+AMEX
    - API (C# if possible)
    - price +/-$100/month.

    opentick is great but not reliable.
