That is about the last reason for the increase in ram price. Only a certain percentage of all ram manufacturerd is allocated to the GPU market and it's a very small percentage relative to the likes of mobile phones( 40%). The ram in mobile phones is the most profitable market, so this what manufacturers have been focusing their supply on. The short supply of desktop memory started in 2016, before the recent mining boom.
