There is good possibility that terrorists must have started Airline company based in Gulf and obtain "legal license" for operating commercial flights in USA & Europe. They can use Airplanes for terror attacks on USA and Europe. I think one gulf-based Airline had purchased $28 billion worth of passenger planes from Boeing and Airbus in 2008 (not sure) If terrorists own Airplanes there is no need for Hijacking.
