This change should be done by the Baltimore city council under a statutory structure and not to be applied by discretion Also 2020 may not be the best year to create a base to measure against, since people were home all day. With ever growing racism against whites it should be a law and not discretion But its a good hook to do what they wanted to do all along
Many of us have absolutely no problem acknowledging that living in lockdown has had a beneficial effect on the crime rate in some communities where large portions of the citizenry are unable to control their behavior. Similarly I have stated that parts of Chicago should be placed under martial law until law and order can be restored. Lockdown, curfew, and martial law should never be the goals of a free society but may be appropriate for those areas that have collapsed. I mention Chicago and Baltimore as parts of the dem plantation but would also include parts of Seattle and Portland which are run by the dem plantation owners.
