The ISP in current ownership of that IP range is Telus from Canada, so ask them.
According to the whois they registered for that IP range in August 2006.
They also provide an email for abuse, obviously: abuse at telus.com
If you tell them that he is highly suspect for distributing child pornography and that they should check him, they can legally. They will only look at if he is using any proxies. If he is and was in the last few days, they can notify the authorities for suspicious activity. Then it will be easy for the FBI and/or Canada to get a warrant. But the main thing is, the ISP can legally check if he is using proxies in the last few days, and that's a big step.

Ok but I've heard different stories too. Sometimes bugging them about it for details will speed things up, and they will report more findings to the authorities sooner rather than later. Similar things have happened on other forums, I know a few admins.
There is a lot of internet cafes including Starbucks that provide free internet access, the Vancouver Library has lots of computers for free access to the web, my guess around 100 computers plus the free wireless for laptops.
You should contact the Vancouver police department and the RCMP(Canadian version of FBI) as well, since you have his original IP address and its in Canada. It may not be a huge priority once the FBI figures out that he is not from the states.
If you contact a local police department in canada they will be on his ass within a couple days.

Same thing happened to me, I can't remember the thread title. All I know is that a large image was beginning to scroll.
