Why don't you just list the few that are not scams. That way the list will be short and you won't risk being sued.

Some people have the courage of their convictions. For example,

For me, I use the Web of Trust addon
http://www.mywot.com/
This allows people in the Internet to give their 2-cents. When I see a link, it has a little colored icon next to it identifying the consensus. When one visits a page with a poor reputation, an HTML dialog box comes up warning you.

For suspect places, Web of Trust is usually blank due to name changes and such. Next I look at the Better Business Bureau. Then I read the heck out of what they wrote and what people write about them. Does it smell?

Making a permanent list seems like asking for feedback from their lawyers.
