Hey Hombre,
He is referring to a specific Prime Low as it compared to the previous Prime Low that was higher. That would make his referred Prime Low as a Prime Higher Low.
Price creating a Prime Higher Low has the greatest potential, at that point, to test and breach the previous Prime Higher High . . . which it did.
