Cocoon sounds like a nice idea, but keep in mind that when you use an anonymizing proxy server you are swimming with sharks, and if one of them does something illegal the entire server may be seized by law enforcement and scrutinized.

I was implying that if you go to certain websites where traffic is specifically monitored then you will get flagged regardless of what you think you are doing to be anonymous - what are those websites... I have no clue. Do they exist, sure.

As someone who offers hosting solutions I am well aware that there is "easy money" out there. For example, the Nigerians are always looking for their next server to keep credit card or banking information on. I'm not trying to be stereotypical - the Nigerian scammers are truly always looking for servers to store their information on.

I heard TOR is like, 9 mouse clicks to install. Can websites track your traffic if you're using TOR?

I had never heard of TOR before you mentioned it. I read up a little bit about it but think of it this way - if I am hosting your server and giving you an IP address then that gateway can be monitored. Even if your traffic is encrypted and they have no idea what is in the packets the data going between your IP and another IP can be easily seen. I have to track mine simply because of the load balancing and if someone is downloading a lot of porn I may need to throttle them a bit during market hours - or at least check to make sure the other clients are getting enough bandwidth.

I use a web caching service that keeps the initial basic searches on the local intranet but from there it is up to the end user. What that means is that it keeps a list of the top x number of searched sites and at certain intervals it goes out and gets the updates (for example at 12:30am it gets the new Google homepage).

Short of that if a user wants to install something on their machine they can do whatever they want - they pay for it and it's theirs.
