Thus while it is true that "the private sector always pays," it is also true that "the public sector always pays." It is easy to forget that federal employees pay income taxes, and when they buy things with the income that remains after taxes, they are paying the salaries of those in the private sector.

no wonder you are laughing. your statement is nonsensical. federal workers don't pay income taxes. the government takes from the private sector it then gives it to their workers. then they take some of it back thereby reducing the government deficit.
when they are spending they are returning some of it to the private sector which they grabbed unwilling from those who earned it.

i agree with all that,but in current state we are living in today it doesn't really matter,who would own this information. even if mail was delivered by private corp, any corp would be more than happy to give this info on silver platter to the gvt at his first request.
i remember gvt was asking search engine companies for something like this while ago and they immediately "fully cooperated"
