Even if what you say were true, and I don't possess the knowledge of such illegal activities to argue either way, it is still easier for me to fake a signature than to go through the process of making a fake identification card (which I suspect would still not pass the scrutiny of a police officer, but again, I cannot argue with complete certainty).
