Foreign, non-US citizen investor in stock market - IRS Tax question ?

    For a non-US citizen living in a foreign country, who wishes to trade US Stocks, via a US broker, what IRS tax reporting requirements exist and is there any way to minimize or eliminate any IRS tax obligations ?
