It can refer to either. Makes a nice marketing slogan for any financial venue. A dark pool can have (or should have) deep liquidity as well. If it didn't, brokers would steer clear of the venue.
Agree with xandman. Often ECN's will advertise how much trading volume they do on a daily basis to attract institutions and trading firms to trade more through their routes.
