It won't. Think of it this way. If you could game the system and make $100 million, and get a fine for $10 million, with no criminal charges, why not keep doing it?
Knew this from far time ago. This kind of manipulation is widespread during news trading, for example on NFP, one good entry may trigger SLs of a good part of players then price movement turn to chain reaction because of abrupt imbalance of bulls/bears pulled out from market.
