But there is a point on the one minute chart where the actual high and reversal occur. Is it your contention that it can't be known at the time?

What difference does it make: tick or 1 minute or whatever? A reversal may or may not occur, even when it looks like one. Play it, if you please, and set a reasonable stop or wait for the new trend to appear.
And I think this is why day-traders focus so heavily on this 1 minute chart. However, most do not use other time frames to confirm context etc and so most 1 minute chart signals are not good ones for your typical day-trader to use.
Reversal signals do not exist. Things can change direction but nothing in the world can ever reverse, strictly speaking. It only ends when it begins anew. You can use the term reversal but what your looking for is a change in direction and momentum. How and why do things move in one direction? Then when the how and the why has flipped it will move in the other direction. Various time frames can be used to to see a change in direction but they have nothing to do with each other.
