http://www.just2trade.com/ is $2.5 http://www.eoption.com/ is $3 If you normally transact a few hundred shares (or less) per trade then Interactive Brokers will probably be cheaper.
OptionsHouse is at $4.75 rates is the other in the under $5 range. I moved from to Tradier a few months ago.
Btw, optionshouse was acquired by trademonster. If you like the potential in being grandfathered with the commissions, you may want to open an account with them.
Haven't figured out how to create an account though and couldn't find their android app. Perhaps they're not yet live.
I have a live account. I think you get the app after you sign up. They have a "Sign Up" button on the lower left and upper right side of the homepage. The app has very simple functionality.
